It is also my understanding that the primary reason he's seeking to raise capital is to pay creditors and investors. Even if it hits the target, a lion's share is earmarked, leaving very little to invest in growth.

So, instead of putting money into a company on the assumption that money will be used to build up the company, he's raising money to payoff what has already been spent to get to the losing place they are.

Or perhaps my understanding is overly simplistic. All I know is that to me it sure looks like an "the emperor has no clothes" situation.
