Its utter meaninglessness isn’t deterring people from using it.

The thinking seems to be that countries with zero gun deaths in a year don’t have people with mental illnesses.

They do. It’s just that these countries don’t make it absurdly easy to get a gun, whether the purchaser has mental health issues or not.
