OP says he "was found not to have been homicidal or suicidal." So he must have seen someone and not merely been on a waiting list, for someone to have made that determination.
The linked article goes further, "He had visited the military Behavioral Health program multiple times in recent months and was diagnosed with depression last year. But he had not been assessed to be a risk to harm himself or others." So yeah, he was evaluated.

I would suggest the military doesn't "crank out" militants. Violence-prone militants are attracted to military service
