The tighter government regulation on industries in the EU. Some regulation which takes PEOPLE more into account than shareholders or corporations.
I am sure that Zuck and Muskrat are unnerved with the General Data Protection Regulation which means that people can opt out of having their personal data taken. This cuts into their profits that they get from selling people's data. The GDPR also is in effect even if a site is not in the EU. There are very heavy fines for violations. They are not fooling around.
I think that the Felon-In-Chief is getting his orders from his "donors."
