since a properly used spear won't take an undersized fish, nor one of the wrong species (the spearo can be selective about what s/he takes, in other words). But I'm guessing their concern is more about damage to the reef structure from a misplaced sharp object, and less about over-fishing. (I've never been there, but I've read that it's also illegal to wear gloves while diving in the Caymans, to discourage the touching of delicate things.)

Still a bit of a catch-22 though, since spears are about the best (only?) way to control invasive lionfish...
