4. That's the right strategy, but there may not be enough time to go to a lower court first.

I just checked out the composition of the US Court of Appeals for the Third Circuit, which includes PA. That court has 12 judges, 2 vacancies. Seven judges appointed by Democrats.

So my Democratic attorney friends, I sure hope you are not waiting for the WI recount to be completed before crafting the paperwork, rational, etc. necessary to file in Federal Court in Philadelphia. Or perhaps a direct request to the 3rd circuit appellate court!
